Vail to conduct polling place election Nov. 5, confirms ballot question

The Town of Vail Regular Municipal Election on Tuesday, Nov.  5 will be conducted as a polling place election at 75 S. Frontage Road, Vail Municipal Building, from 7 a.m. until 7 p.m.  Voters will select 4 of the 7 Vail Town Council members and consider a ballot issue approving a special sales tax on cigarettes, tobacco products and nicotine products starting on Jan. 1, 2020. The ballot format is as follows:

Candidates

Vail’s electorate will select four Town Council members who will join the remaining three members whose terms will expire in two years. The four council seats which become vacant are held by Kevin Foley, Kim Langmaid, Jen Mason and Greg Moffet. The terms of the remaining council members, Jenn Bruno, Dave Chapin and Travis Coggin run to November 2021. Town of Vail elections are non-partisan. In accordance with the town’s charter, voters may select up to four candidates. The three candidates receiving the highest number of votes will serve four-year terms, while the fourth highest vote-getter will serve a two-year term. The mayor and mayor-pro tem are elected from among the council members and each serves a two-year term.

The Vail Town Council candidate pool includes the following names (ballot order):

  • Jen Mason
  • Kevin Foley
  • Karen Perez

Ballot Issue No. 1

In addition, voters will consider the ballot issue below which asks for approval to “Impose a Special Sales Tax on Cigarettes, Tobacco Products and Nicotine Products starting on January 1, 2020.”


The question will appear on the ballot as follows:

Ballot Title:  Authorizing the imposition of a special sales tax on cigarettes, tobacco products and nicotine products

Ballot Text:SHALL TOWN OF VAIL TAXES BE INCREASED $1,000,000 IN THE FIRST FISCAL YEAR AND BY WHATEVER AMOUNTS ARE RAISED ANNUALLY THEREAFTER, THROUGH THE IMPOSITION OF A SPECIAL SALES TAX ON CIGARETTES, TOBACCO PRODUCTS AND NICOTINE PRODUCTS, AS THOSE TERMS ARE DEFINED IN C.R.S. §§ 39-28-202 AND 18-13-121, AT THE RATE OF 15 CENTS PER CIGARETTE SOLD OR $3.00 PER PACK OF 20 CIGARETTES SOLD AND 40% ON THE PRICE PAID FOR THE PURCHASE OF ALL OTHER TOBACCO PRODUCTS AND NICOTINE PRODUCTS, STARTING ON JANUARY 1, 2020, WITH THE REVENUES FROM SUCH TAX TO BE USED FOR GENERAL GOVERNMENTAL PURPOSES, AND SHALL THE REVENUES FROM SUCH TAX AND ANY INVESTMENT EARNINGS THEREON BE COLLECTED AND SPENT BY THE TOWN FOR THE ABOVE-STATED PURPOSES AS A VOTER-APPROVED REVENUE CHANGE, WITHOUT REGARD TO ANY SPENDING, REVENUE-RAISING OR OTHER LIMITATION CONTAINED IN ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER LAW?

Candidate Briefing

The Vail Town Clerk’s Office will host a public briefing for Vail Town Council candidates from 9 to 10 a.m. Wednesday, Sept. 25 in the Town Council Chambers. The briefing will include an overview on many community topics and town business. Candidates will also be encouraged to ask questions of the town staff for additional information-gathering.

VCBA Candidate Forum

A public candidate forum sponsored by the Vail Chamber and Business Association will be held on Wednesday, Sept. 25, at Donovan Pavilion, 1600 S. Frontage Road.  For more information, please contact the VCBA at info@vailchamber.org.
